RPW instrument configuration purpose and definition

The instrument configurations are used by the ROC to apply pre-defined set of fixed TC parameters on-board during the mission.

Each configuration is associated with one or more operation scenarios, which shall cover as much as possible the whole mission timeline.

If required, a given configuration can be run for different DPU flignt software modes and with specific attributes (e.g., data compression activated/deactivated). The tuple (software mode, configuration) is called a "state" of the instrument.
